In less than two weeks, the Illinois legislature will vote on a $55 billion budget — the largest in state history. But buried in over 3,000 pages are more than $1 billion in taxpayer-funded handouts to non-governmental organizations (NGOs) — many of which are duplicative, politically connected, or lack basic transparency.
